This Agreement governs the relationship between the «7pay» (hereinafter referred to as the "Service") and any visitor wishing to use the services of the Service (hereinafter referred to as the "User"). The agreement is a public offer and cancels all previous agreements between the User and the Service.
1.1. The term title units should be understood as the right to claim a certain amount of goods or services without any monetary payments in the amount of the established equivalent.
1.2. Electronic payment system (hereinafter "EPS") — a software and hardware complex that implements a settlement system using electronic communication between users (holders of electronic accounts of this system).
1.3. The website of the Service (hereinafter referred to as the "Website") is located at https://7pay.me
1.4. The Order is understood as a set of data in electronic form received from the User using the software and hardware of the Website, containing sufficient information about the exchange operation.
1.5. The exchange operation is understood as the conversion of one type of EPS title units into another type of title units of the same EPS or another.
1.6. The subject of this Agreement is the provision to the User of the services exchange of title units presented on the EPS website.
1.7. The Service has the right to change this Agreement at any time without prior notice.
2.1. The current list of areas of exchange transactions, as well as exchange rates for title units, are published on the Website in the "Exchange directions" section.
2.2. Tariffs for exchange transactions can be changed at any time without prior notice to users, without changing the terms of exchange of already created but not yet fulfilled orders.
2.3. When placing an Order on the website, the User confirms his consent to his automatic registration on the Website according to the order data, if he has not been registered before that moment.
2.4. From the moment the Order is received, the Service instantly confirms the possibility of its execution by sending a corresponding message to the User in electronic form (there may be delays by e-mail) or through the Website interface.
2.5. After completing the Order, the User is given 10 minutes to make a payment. If this does not happen, the Order closes automatically.
2.6. If from the moment of receipt of the Order it is not possible to process the Order, the User receives a corresponding message in electronic form (there may be delays by e-mail) or through the interface of the Website. If within 24 hours the Service does not find an opportunity to complete the Order, the order will be closed automatically. From the moment it becomes possible to complete the Order, the User receives a corresponding message in electronic form (there may be delays by e-mail), after which the User must make a payment within 10 minutes, if this does not happen, the Order closes automatically.
2.7. Upon receipt of the title units to the account of the Service, the Service performs the transfer within 5-60 minutes to the account of the User according to the Order. If for some reason this transfer fails, the operation is repeated an unlimited number of times until the transfer is successfully completed. The User has the right to refuse the Order, the execution of which has not yet begun, as well as check the status of the Order at any time in his account (account) on the Website in the "Orders" section, after specifying the login data.
2.8. The Order is considered completed from the moment the title units are transferred from the Service to the User to the EPS account specified in the Order.
2.9. Orders, their closure, as well as payment for them are accepted exclusively through the interface of the Website and are recorded by the software and hardware of the Website.
2.10. When returning funds, commission expenses are deducted from the funds received at the expense of the User.
2.11. The Service has the right to refuse the User to provide services, indicating the reason for the refusal in electronic form or without explaining the reasons.
2.12. The Service does not cooperate with citizens of the Russian Federation.
3.1. The Service is not liable to the User for damage of any kind incurred by the User in connection with the loss, disclosure or theft (hacking) of your password by third parties, lack of access to the Website and / or inability to use the services of the Service.
3.2. The Service is not responsible for failures in the operation of communication channels that ensure the operation of the Service, as well as for failures in the operation of its server and/or EPS servers. If, in the event of such a failure, the transfer from the Service to the User or vice versa was not delivered, the Service undertakes to resolve this issue without fail within a period of time commensurate with the solution of such a problem.
3.3. The Service is not responsible for the incorrect or illegal use of the EPS by the User.
3.4. When registering on the Website, the User undertakes to provide his reliable data identifying his personality, and, in the future, undertakes to keep this data up to date.
3.5. The User guarantees that he is the owner of the account for payment of the Order and has the right to dispose of the funds on this account.
3.6. In case of failure to comply with the requirements described in the previous two paragraphs, the User's account on the Website may be blocked.
3.7. By filling out the Order, the User confirms his consent to the terms of the exchange, including the amount of payment, taking into account the EPS commission (if any), the amount of receipt, taking into account the EPS commission (if any).
3.8. The User is fully responsible for the correctness of the details specified in the Order.
3.9. The User guarantees compensation for losses in connection with the claims of 3 persons directly or indirectly related to the use of the Service by the User.
3.10. The User's claims regarding the operation of the service are accepted by the Service for consideration by e-mail or via the Telegram messenger in the section "Contacts" and no later than 3 working days from the moment the problem arose upon presentation by the User of the relevant documents confirming the payment, as well as the order data. The term for consideration of the User's claim is 10 working days.
3.11. To consider claims, the Service has the right to involve authorized persons, agents of the EPS.
4.1. The Service receives personal data from the User during registration or when placing an Order and fixes them in the database.
4.3. The service has the right to request additional information about the user's personal data.
4.4. The user's personal data can be used by the Service solely for the purpose of ensuring the operation of the Service and cannot be transferred to third parties, except as provided by law, the rules of exchange offices for a particular EPS and international law.
5.1. The Service is released from responsibility for full or partial non-fulfillment of obligations under these Rules as a result of force majeure circumstances, namely: natural disaster, war or hostilities, damage or malfunction of communication lines, changes in legislation or other extraordinary and unavoidable circumstances beyond the control of the Service circumstances, those that occurred without his will, and provided that these circumstances directly affected the operation of the Service.
